TEMPO.CO, Jakarta - The plan to eliminate honorary teachers by the DPR and the government is considered to be followed by a guarantee of certainty of employment status. The Chairperson of the Indonesian Teachers Association (PGRI), Unifah Rosyidi, said, based on data from the Ministry of Education and Culture (Kemendikbud) the current number of honorary staff reaches 52 percent of the total number of teachers.
"If there are no honorary staff, today the school could be paralyzed. It must be seen the time line when there should be no," said Unifah at the Vice President's Office in Jakarta, Wednesday, January 22, 2020.
According to Unifah, every year there are 50-70 thousand retired teachers. Therefore, the honorary teacher is an effort taken by the school so that students always have teachers. "There must be a solution [regarding the availability of teachers]. We understand we must move on to improve quality, but this one should not be ignored [post-abolition honorary teacher status]," he said.
PGRI expects all existing honorary teachers to be given certainty in employment status. Honorary teachers under the age of 35 can take the CPNS test path. For those over 35 years of age, participate in the selection of Government Employees with a Work Agreement (P3K). "Those who do not pass [CPNS or P3K teachers] must have a solution. They can become administrative staff [schools]. The important thing is that the position is clear," said Unifah.
Previously, the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the National Personnel Agency and Commission II of the House of Representatives agreed to remove the types of permanent employees, non-permanent employees, to honorary staff from the status of employees working in government agencies. However, the removal of honorary staff was carried out in stages.
After the honorary staff is removed, then, the status of employees who work in government agencies there are only Civil Servants and Government Employees with Work Agreements aka PPPK.
